Horizon Europe

Horizon Europe is the European Union’s main research and innovation programme for 2021-2027, with a budget of about EUR 95.5 billion.

What it funds

The programme has three pillars: excellent science, global challenges and industrial competitiveness (organised in thematic clusters such as health, civil security, digital and industry, climate and energy), and innovative Europe.

Types of action

Research and Innovation Actions (RIA): research, usually funded at 100% of eligible costs
Innovation Actions (IA): closer to market, usually 70% for profit-making entities and 100% for non-profits
Coordination and Support Actions (CSA): coordination and networking, usually 100%

Who can apply

Most pillar 2 calls require a consortium of at least three independent entities from three different Member States or associated countries. Exact rates and conditions are set in each call.

Digital Europe

Digital Europe funds the deployment of digital technologies across the economy and public administration, 2021-2027.

What it funds

high-performance computing
artificial intelligence, data and cloud
cybersecurity
advanced digital skills
the uptake of digital technologies, including through European Digital Innovation Hubs (EDIH)

Unlike Horizon Europe, the focus is on deployment and uptake rather than research. Funding rates vary by type of action and are often below 100%.

European Defence Fund (EDF)

The European Defence Fund supports collaborative research and the development of defence capabilities.

Good to know

projects are carried out by consortia from several Member States (as a rule at least three entities from three countries)
research actions can be funded up to 100%, development actions at lower rates depending on the stage
there are strict requirements on entity control and information security
SMEs and mid-caps can receive bonuses on the funding rate

PNCDI IV (UEFISCDI)

The National Research, Development and Innovation Plan (PNCDI IV) is Romania’s main national instrument for funding research. Many of its competitions are run by UEFISCDI.

Example instruments

Experimental-demonstrative projects (PED): validating a technology at lab or demonstration scale
Transfer to economic operator projects (PTE): transferring research results to a company

Each competition has its own calendar and rules, published in the information package of the call.

Modernisation Fund

The Modernisation Fund supports the modernisation of energy systems and better energy efficiency in lower-income Member States, including Romania. It is financed from the auctioning of emission allowances under the EU ETS.

In Romania, calls are launched by the responsible national authorities and cover areas such as renewable energy, energy efficiency and the electrification of transport.
